If you have Optimize iPhone Storage turned on, your full-resolution originals already live in iCloud and your phone only keeps smaller versions. That's why your Photos library can look far larger than the space it uses on the device.
Phloat still helps: it moves those originals into its own storage and out of iCloud — handy if you're near your iCloud limit or want your photos somewhere that isn't tied to Apple. But the space freed on the device itself will be smaller than your full library size, because those originals weren't fully on your phone to begin with. We'd rather tell you that up front.
